Reason for Engagement

The Gainesville Housing Authority (GHA) engaged LM Genuine Solutions (LMGS) to lead the development of a new five-year strategic plan that would unify leadership, staff, and community partners around a shared vision for equitable housing and organizational growth.

GHA was broadening its role within the community and embracing innovative practices to better meet the evolving needs of residents. In doing so, the agency was addressing shifting priorities related to housing affordability, infrastructure investment, and community revitalization. GHA sought more than a planning document; it needed a process that could engage its full ecosystem, surface shared priorities, and set a clear direction for implementation.

Our Approach

LMGS designed a multi-phase planning framework rooted in inclusion, clarity, and accountability. The process was structured to help GHA explore its identity, align around purpose, and translate insights into an actionable roadmap.

Discovery and Data Review

LMGS began with a comprehensive review of GHA’s programs, performance data, and external conditions. Interviews and discovery sessions with leadership provided insight into organizational strengths, constraints, and future opportunities.

Engagement and Collaboration

A series of facilitated sessions brought together GHA’s board, executive team, and staff to discuss mission, vision, and values; assess internal capacity; and explore housing, development, and community partnerships. Parallel conversations with external partners helped contextualize GHA’s work within broader city and regional priorities.

Strategy and Framework Development

Through iterative dialogue, LMGS synthesized key insights into a strategic framework with clear focus areas and aligned initiatives. The framework served as a bridge between GHA’s internal aspirations and the needs expressed by its stakeholders.

Strategy Integration

The final phase centered on translating the strategic framework into a practical tool for decision-making and accountability. LMGS developed user-friendly templates, guidance materials, and additional resources to ensure that GHA could sustain and evolve the plan over time.

Execution & Implementation

Process

The engagement unfolded over approximately three months, combining structured facilitation with dynamic collaboration. LMGS guided the process through recurring workshops, retreats, and leadership sessions, creating consistent momentum and clarity across teams.

The process was intentionally designed to balance structure and flexibility, allowing GHA to make informed decisions while maintaining ownership of its outcomes.

The Gainesville Housing Authority Strategic Plan provides a shared framework to guide leadership, staff, residents, and partners in shaping a more coordinated, equitable, and forward-thinking approach to housing and community development.

More than a document, the plan positions GHA as a unifying force for progress in Gainesville, connecting housing opportunity with community well-being and supporting the agency’s work toward a more impactful future.
